A capability declaration’s resolved op signatures, in declaration order — what emitter.rs’s own capability-item loop reads (the caller already holds the capability’s name from the AST declaration). Slice 1 of #1542 split this out of a full IrItem::Capability constructor to end a build-then-discard-def round-trip; Slice D1 deleted that constructor.
