parse_units_recovering, continuing ExprId allocation from next_id rather than starting at 0 — see parse_unit_with_warnings_from. #1710: the project path checks a recovered file’s surviving declarations alongside every other file’s, so its ids must come from the same durable counter (bynk_project::parse_cache), or they would collide.
